Press Windows Key + X, select Device Manager from the list, Click on Keyboard and uninstall the driver listed there by right click. It's a bit of a voodoo, but none of the other solutions offered worked for me. (Except for the trick with connecting another keyboard, when I had the same problem some I have tried: updating bios using USB keyboard (when I do USB CTRL keys work but still not on netbook) even fully reformatting disabling various services (hkcmd, Skype, few others) tried I used keyboardtester.com and all my keys worked fine other than the ctrl keys.
