In older versions of Windows, you could delete the whole recycle bin, and Windows would create a new one. Because safe mode with command prompt doesn't load on a locked down machine. You can get backtrack here: http://remote-exploit.org/backtrack_download.html Once you have a Backtrack Live Boot CD/USB, insert it in the corrupt machine. Were you saying that you got to safe mode but command prompt did not work ?
