If I knew what fixed my problem, I'd mark something as a solution, but I think it was just the XP Ghost picking on me. When you first install IE7, you get a known buggy version. now that i see that you are installing "win xpsp3" on the computer, i assume that you will have to install a lot of additional windows updates, after that.. Some of us just need a utility machine or an older machine running XP, nothing fancy. I had even checked the system event logs and come up empty. I tried every other possible solution offered and none worked.
