This happens as the Windows update has not been registered or enabled by Windows XP SP3. Install first this latest cumulative update for IE8: http://www.microsoft.com/en-us/download/details.aspx?id=41404 for IE7: http://www.microsoft.com/en-us/download/details.aspx?id=41442 After restart Windows automatic updates work immediatelly as well as Windows Update.
