I had the same problem on a clean install of XP. It's currently running & looking for problems.
Unless there's some other way through the maze that leads me to something else more helpful. After the system Restore, I went in & set Update "KB2862330" to not show itself to me again. Then I manually downloaded & installed IE 8 & some patches for it & rebooted.
