The wiper arms are splined as well and have a hole through. If they meet enough resistance they simply don't turn. Do you know the (metric) size of the nuts holding the arm onto the spline? Some repairs may require removing the upper dashboard, inside the car, for access -- we'll hope that's not the case here.
